As a high school Photography student, is it illegal for me to snap action photos of people downtown?

Is it illegal for me not to ask for permission to photograph them?

here in DC and in large cities I saw a legal brief that says as a photographer you have the right to photography anything out in public, barring other cases, trademark infringement, unless the subject specifically posts or requests that you NOT take their photo. Or there are implied places you cant photo, bathrooms, IP (intellectual property) art work, some museums…

when I was flying to Prague, my friend took a photo of the stewardess, she laughed but said I should ask her next time. so I asked and she said yes.. LOL She is within her rights to ask.

if its just out and about, yeah, you should be fine. if they ask then you are legally obligated to do what they say.
