Which blue magic: the gathering card allows you to go through an opponent’s deck and discard cards?

I was told of a blue card with the word artifact in the title (so I’m guessing it’s an artifact card) that allows you to go through an opponent’s deck and discard 5 cards (or maybe remove them from the game). If you pay the kicker the number jumps to 15 (or at least gets higher). I can’t find it!! Is there a blue card similar to this that could be mistaken to be able to do such from a distance?

yeah, he’s talking about Sadistic Sacrement.. which is a black card, not an artifact. there is, however, an old artifact from Ice Age that is similiar called Jester’s Cap which removes 3 cards from opponent’s library from the game.
