is there any Local(Los Angeles) Photo Shops that devolop black and white film?

You have to be careful here… there are two types of black and white processing.
The firsy is C41 black and white, the kind you buy at your drugstore. This can be processed anywhere, like the first answerer said.
However, this is not really true black and white – this is black and white made to be developed using the same kind of chemistry used for color, hence its ability to be processed anywhere.
True black and white, the kind that was used before color photography was invented, and the kind of film that is only bought in specialty stores… (Ilford HP5, Kodak T-Max, Tri-X) are either developed by the photographers themselbes, or handled by specialty photo stores.
All you really have to do is find a specialty store that sells true b&w film and they can direct you to places that process it.
Do a earcg for “los angeles photography stores and click on the first google link (first link for you in sources).
Look at the stores that stand out (not Best Buy) and check their website for services.
I tried this on Hooper Camera and Video stores (Lankershim blvd, North Hollywood) and looking on the website revealed they do true b&w processing. I’m sure you could find more if you looked at the other stores. (2nd link is the Hooper website, specifically their services page)
