why doesnt JaMarcus Russell just sign with the Oakland Raiders?

Because Al Davis does not want to pay him the projected amount of signing bonus that the NFLPA and collective bargaining agreement have out-lined that he should be paid as a #1 overall pick. He is asking for about 10% more than last year’s highest paid rookie, which is about 5% more than what he is projected to get. All agents and rookies do this, it is called negotiating. They have been willing to go down to 5%, which is about where the NFLPA and CBA that the owners have signed say he should be paid. The last I heard, Davis wants to give him less then Eli Manning which was three years ago. The salary cap has gone up a lot since then because revenue has gone up. That is where they get their projections. Russell’s camp has refused to accept this because the NFLPA would blacklist Russell for accepting such a low amount since it would affect next year’s draft class. Also, Davis has started refusing certain provisions and priviledges that Russell’s camp would like (every player gets these in his contract). The Raider’s GM has refused to negotiate with Russell’s agent unless Al Davis is there because even he does not think that what Davis is doing is right. Al is trying to low ball Russell into taking an unacceptable deal just like he tries to do with all his other players. That is why he always gets the past their prime players at cheaper salaries.
